Background
The National Statistic Office (NSO) conducted the
first Industrial Census in 1964 and the Second in 1997. To obtain
timely statistics of manufacturing structure data for policy-making,
monitoring and evaluation of the manufacturing industrial development
projects and in accordance with recommendations of the United Nations,
the countries should conduct the census every 10 years.
At present, the Thai economic structure has changed from a fundamentally
agriculture based economy to a more industrialized economy. The needs
for that industrial information are increasing in both government
and public sector. The National Statistical Office, therefore, conducted
the third Industrial Census in 2007. The operational plan has been
divided into 2 stages. The listing stage, which basic information
of all establishments engaged in all economic activities is collected.
The enumeration stage, which detailed information of establishments
engaged in manufacturing only.
Objective
The objectives of the Industrial Census in 2007 were as follows;1) To collect basic information which clarify
the structure and the distribution of establishments in economic
activities of the country, such as manufacturing, wholesale trade,
retail trade, construction, other land transport, activities of
travel agencies and hospital.
2) To collect the information on the operation
of manufacturing industry, such as type of establishment, number
of persons engaged and remuneration, cost of production and expenditure,
production and receipts and fixed assets of establishments etc.
which will be used for National Account compilation and constructing
economic indicators.3) To compile the directory which will be used
as an up-to-date sampling frame for the annual and other related
survey of establishment.
Utilization
Data obtained from the Industrial Census are very useful for both
government and private sector it can be utilized in various aspects
as follows;
1) To be used in policy formulating and industrial
development plan of the country.
2) To be used in development of SMEs.
3) To be used in considering and setting up the
governments policy and regulation for promoting and implicate the
production trade by the government roles
4) To provide the Thai government to have up-to-date
basic information for setting up policy and development plan of
the country.
5) To be used as the administration
implication policy for private sector to understand the economic
situation as a whole and to enable then in making decision in investment,
improvement and development their of businesses.
6) To be used by those who are interested in relevant
indent study of manufacturing situation.
Operational Plan
1. Scope and Coverage
1) Listing Stage :
Establishments with at least one person, were located in fixed premises
in Bangkok, Pattaya, municipal areas and non-municipal areas, throughout
the country, which engaged in economic activities, classified according
to the International Standard Industrial Classification of All Economic
Activities (ISIC Rev.3.0) as follows;
- Business trade and services
- Manufacturing
- Construction
- Other land transport, Storage and warehousing, Activities of travel
agencies and Telecommunications
- Hospital
2) Enumeration Stage :
Establishments with at least one person, were located in fixed premises
in Bangkok, Pattaya, municipal areas and non-municipal areas, throughout
the country, which engaged in manufacturing industry activities
are classified according to the International Standard Industrial
Classification of All Economic Activities (ISIC Rev.3.0) category
D : Manufacturing.
2. Data Collection
The interviewing method was employed in both listing and enumeration.
The enumerators who are permanent and temporary staffs of the National
Statistical Office were sent out to interview the owners or the
entrepreneurs of the establishments.
1) Listing Stage :
• Non-municipal areas : April – May 2006
• Bangkok, Pattaya municipal areas : December 2006 – February 2007
2) Enumeration Stage : June – September 2007
3. Data Processing
The data processing of the establishments in provincial areas was
processed at the statistical provincial office with the technical
supports from the central office e.g. preparation of the software
programs for data entry and tabulation, and drafting form of the
report. Those data for regions and the whole kingdom, as well as
the detailed information of the establishments were processed at
the central office.
4. Data Presentation and Reporting
1) Listing Stage :
The results of the listing of establishments were published as follows;
1) Preliminary Report of the Whole Kingdom.
2) Provincial Reports consists of totally 75 volumes
(Thai version, published by the provincial offices).
3) Regional and Whole Kingdom Report of consists
of 7 volumes, i.e. Bangkok, Vicinity, Central, Northern, Northeastern,
Southern Regions and Whole Kingdom.
2) Enumeration Stage :
The results of the enumerating were published as follows;
1) Preliminary Report of the Whole Kingdom.
